The conclusion: Well, here's the deal... you see, Jeff isn't using drugs, per say... in his hair... you see, it actually IS McDonald's. He takes the McDonald's food he buys, mashes it all up and forms it into his longer, greasy hair. I think he doesn't cut it because of his concentration problem.
